Lemon juice and baking soda neutralize each other the moment they are combined in water. The resulting solution is carbonated salt water — both antimicrobial properties cancel before either property can meaningfully act on surface organisms. The effective antimicrobial concentration for hydrogen peroxide and the safe phytochemical concentration do not overlap. Below 1% it cannot penetrate Aspergillus spore walls. Above 3% it irreversibly oxidizes terpenes — limonene converts to limonene oxide, high-concentration peroxide can contribute to cannabinoid oxidation under uncontrolled conditions.
